This is an immature fish eagle, when they're young like this and have this rather messy brown and white plumage they can be a bit confusing if you've not seen one before.

Thank you @inyathi . I knew that must be a juvenile, but I couldn't determine which one it is (those juveniles looks sometimes so much different than the adults).
