This behaviour has been observed in certain Striated Herons (and the related Little Green Heron) across their range but particularly in Japan and the southern USA.

The birds have learned to collect pieces of bread and use them as bait for fish. The herons will sometimes go to great lengths to find the bread and will then defend it against waterfowl that seek to eat the bread.
